Static Account Groups function on one-one grouping. Accounts need to be added manually to such a group and any modifications also need to be performed manually.
Procedure:

Login to the system and select PAM from the product navigator.

Go to Manage → Account groups → Add Account group.

Fill in the details and select the Method as Static Group.

Click on Save.
